DCs empowered to suspend officers
ITANAGAR, Jul 16: DC’s can suspend Group-
An order has been issued by Chief Secretary Ramesh Negi on this regard.
By this order such Group ‘A’ & ‘B’ Officer who are absent from their place of posting for more than a month shall be deemed to be under suspension and D.C. shall be authorized to issue an order of deemed suspension.
The power to review the suspension order shall vest with the Chief Secretary only.
It is expected that this measure would serve as an effective deterrent against the delinquent officials and enforce discipline and punctuality, said a govt release.
Special Courts for offences under Electricity Act
ITANAGAR, Jul 16: Govt of Arunachal Pradesh with approval of the Gauhati High Court has notified Special Courts for trial of offences under Electricity Act, 2003.
Five district & session Judges at (i) Yupia with jurisdiction of Districts of Papum Pare, Lower Subansiri, Kurung Kumey and Kradadi, (ii) Tezu with jurisdiction of Districts of Dibang Valley, Lower Dibang Valley, Anjaw, Lohit, Changlang, Tirap, Longding and Namsai, (iii) Basar with jurisdiction of West Siang and Upper Subansiri, (iv) Bomdila with jurisdiction of East Kameng West Kameng and Tawang and (v) Pasighat with jurisdiction of East Siang, Upper Siang and Siang have been notified in an order dated the June 25 to exercise power under the Electricity Act, 2003 and to trial offences pertaining to theft of electricity and other related cases.

Govt. urged to take remedial measures soon
ITANAGAR, Jul 16: The All East Kameng Students’ Union (AEKSU) today appealed the East Kameng administration to inspect the Jul 14 landslide affected spot to take immediate remedial measures to restore the damages soon.
The team of AEKSU had earlier visited the spot where landslide on Jul 14 claimed three lives at Type–III colony in Seppa today to take stock of the situation. The union further claimed that the unprecedented rain has caused extensive damage to properties worth crores of rupees, affected water supply and rendered the New Seppa and Modern Village road unfit for vehicular movement due to erosion of road and washing away of culverts, causing much inconveniences to the people.

DAPORIJO, Jul 16: The hill slope from Pega Rijo to Dulom Hydel point at Daporijo, Upper Subansiri district is a landslide prone area and has been declared as ‘Disaster Prone Area’ by the Deputy Commissioner Upper Subansiri, after an assessment done by a Technical Committee. The slope has loose sandy and clay soil unsuitable for earth cutting and construction of houses for human habitation and a few landslides have already occurred in the area and inhabitants evacuated in the recent past.
Keeping in view the heavy rains during the monsoon season, the Deputy Commissioner has prohibited any earth cutting activity in the disaster prone area and also prohibited the construction of houses for human habitation, which would endanger lives and property. DIPRO
Workers Board apprise BSNL
ITANAGAR, JUL 16: Nyamar Karbak, Chairman APB&OCWWB called on the BSNL authorities to apprised them about the Building and Other Construction Workers Cess Act, 1996 under which departments/undertaking/organization have to pay cess to the State Government.
He also apprised them about the benefits being provided by the Board to its registered workers and requested them to encourage the workers of the BSNL to register with the Board.
He further requested the BSNL authorities to setup BSNL services at Darak circle and improve its services in Liromoba and Kamba.

ITANAGAR, Jul 16: In a letter to the Chief Secretary, All Arunachal Pradesh Labour Union (AAPLU) has requested him to issue strict orders to vacate the labour barrack across the state being occupied by the public.
It said that labour barracks being constructed for the labour accommodation are being occupied by the public depriving the labour force who are already hard pressed due to meagre salary. Within Capital Complex, 80% of such barracks are being occupied by the public depriving the legitimate rights of the workers, the Union informed.
It called on the Chief Secretary to issue strict orders to all the Deputy Commissioners of Arunachal Pradesh in this regard.
Meeting to rejuvenate lost work culture
ITANAGAR, Jul 16: A coordination meeting with the teaching community of Yomcha circle was held on July 13 which saw the attendance of 70 teachers.
The meeting was to rejuvenate the lost work culture among the teachers in the circle.
ADC Yomcha Kego Jilen cautioned all the teachers to be regular in their duties and stressed on positive work culture from this academic session.
He made it compulsory to take prior permission from the administration before they leave their stations. Disciplinary proceedings will be resorted to as per Service Rules, if the rules are not complied with.
This meeting was convened with a serious note to improvise the quality of education and inculcate true spirit of teachings in modern means so as to make the students to cope up with challenging tough education scenario of the state, said the ADC.
It was resolved that monthly tour to every school shall be carried out by BEO and BRCC. The PRI members and HGBs were empowered to report on school activities to ADC Yomcha by first week of every month.

ZIRO, Jul 16: A joint checking was carried out at Hapoli market regarding mandatory declaration of packed commodities and edible items.
The team booked five cases and seized non standard packaged items including beverage, cold drinks, shoes, candles, pickles, meat masala and dry fruits for violation of the Legal Metrology Act 2009 and the Arunachal Pradesh Legal Metrology (enforcement) Rules 2011.

AARGU Help Desk eases confusions of candidates
ITANAGAR, Jul 16: With the last date for submission of admission forms to the Rajiv Gandhi University coming to a close on Friday, there is a palpable excitement on campus with thousands of candidates aspiring to get into the state's lone University.
A distinctive feature of the admission process this year was the help desk set up by the Alumni Association Rajiv Gandhi University (AARGU) for the very first time. A host of alumni of the University, both from on and off the campus volunteered time to extend assistance to the students seeking admission, most of whom had come to the Rono Hills campus for the very first time.
Ujjal Bhuyan from Chaiduwar College in Assam shared that the helpdesk was really helpful. "As we are new in this place, we have lot of confusions especially regarding locations. With the information we got from the desk, everything was made clear".

'AP received Rs 1,495.62 Cr as upfront money for hydel projects'

ITANAGAR, Jul 16: A One Day State Level Consultative Meeting on New Education Policy was held on 16th July, 2015 at State Council of Educational Research and Training (SCERT), Itanagar.
It was organised by North East Regional Institute of Education (NERIE), NCERT, Shillong in collaboration with the SCERT, Itanagar as part of the initiative of Government of India for a New Education Policy for the country.

Spot verification of illegal shops
AALO Jul 16: In response to a series of complaints by the various HoDs, residents, NGOs and women wing, the West Siang district administration has carried out spot verifications of all illegal shops, Gumtis and meat vendors of the town here on Tuesday.

their staff made joint verification of all illegal shops, Gumtis and meat vendors
scattered all over the sectors and colonies. The shopkeepers have been given specific
directions to produce original land allotment and trading licenses for cross checking.

ASHA training
ITANAGAR, Jul 16: One day ASHA training on use of bivalent rapid diagnostic test kit and blood slide preparation for examination of Malaria parasite was held at community health centre Hayuliang organised by District Vector Borne Disease Control Society.
Incentives to ASHA’s as per the norms of NVBDCP guidelines were also discussed during the training. The programme officer made an appeal to all ASHA's to share responsibility of early diagnosis and prompt treatment of all Malaria cases.
District consultant regretted that in spite of repeated trainings imparted to ASHA's reporting have been very poor and field activities negligible due to which incentives for ASHA's are lying unused.
A total of 25 ASHA's from various blocks participated and each one of them successfully completed the training. After the training RDT kits and blood slide were distributed to all ASHA's to begin field works, reports Dr. S. Tayang District Programme Officer. The medical officers from CHC Hayuliang and lab technician participated in the training as resource person.

200 cases of Dengue in Pasighat
ITANAGAR, Jul 16: More than 200 Dengue fever cases have been detected in Pasighat Township from 864 suspected blood samples.
The figure is from the DPL (IDSP) laboratory at General Hospital Pasighat which began its reporting from the first week of June this year, informed Dr. L.Jampa, State Epidemiologist.

Dengue Fever outbreak had been reported from Pasighat for the first time during August to October in 2012. There was no outbreak of Dengue in Pasighat during 2013 though in the winter of following year, Dengue outbreak had occurred. Dengue in India usually occurs after July following monsoon rains.
Dengue fever is transmitted by bite of female Aedes mosquito (also called ‘Tiger
mosquito’ because of its stripes on the body & legs) which normally bites during
daytime. It breeds in clean water by laying its eggs containers like opened overhead
water tanks, stagnated waters in the empty tyres, tins, bottles, coconut shells,
flower vases and in air-
The water collected in the artificial reservoirs should be emptied and cleaned every week.
Dr Jampa sought people’s participation for prevention and control of dengue transmission in the area as well advised them to protect themselves from mosquito bites by wearing full sleeved and sleeping inside bed nets.
The situation is being closely monitored by the Department of Health at the state as well district level, he said. Public awareness and vector control of mosquitoes by fogging operations are being carried out in the township areas by involving the District Administrations and the Municipal Council.
MHA declines to share info on AFSPA in Arunachal
New Delhi, Jul 16: The Home Ministry has declined to share, under the RTI Act, the viewpoints of stakeholders on the declaration of districts in Arunachal Pradesh as disturbed area under the Armed Forces Special Powers Act (AFSPA), saying the information was classified which may effect sovereignty and integrity of the country.
"The viewpoints of the stakeholders on the declaration of all the districts in the state of Arunachal Pradesh, including Tirap, Changlang and Longding districts bordering the state of Assam, as 'disturbed area' under AFSPA are classified, and therefore, cannot be disclosed under Section 8(1)(a) of the RTI Act, 2005," it said in reply to an RTI query filed by Venkatesh Nayak of NGO Commonwealth Human Rights Initiative (CHRI).
The Section bars "information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the state, relation with foreign state or lead to incitement of an offence".
The Home Ministry also denied to give details of inputs and file notings pertaining to the decision to supersede a notification issued by it to impose AFSPA in the state citing the same clause.
The Ministry, however, said that it has not received any representation, petitions or submissions from anybody on opposing or supporting the notification.
It also declined to give details of documents or records submitted by the state governments of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura during 2014 to February 1, 2015, for seeking reimbursement of amount under the Security Related Expenditure (SRE) scheme.
"This is to inform that there is a scheme of SRE which covers all north east states except Mizoram and Sikkim. The SRE is reimbursed against the expenditure incurred for supporting security apparatus in the insurgency or militancy affected states.
"Since the details of SRE are sensitive in nature, the same is exempt under Para 8(a) of the RTI Act," the Ministry said.

Power outage exposes inefficiency of Power dept

ITANAGAR, July 16: The power cut lasting more than 10 hours made life miserable for the denizens of Itanagar. In many areas the electricity went off at around 10.30 PM on Wednesday night never to return the whole night. Today also most of the day there was virtually no power supply. The searing hot and humid climate has further added to the problem.
Students especially APPSCE aspirants who are writing mains exam along with young children and old aged person are the worst suffers of long power outage. “Whole night, we could not sleep properly due to power cut. This really frustrates us. Power department is answerable to whole public. We pay electricity bill regularly and deserve better service”, shared a resident of Itanagar. Angry over the poor power scenario of Capital Complex, the citizens are questioning efficiency of the power department as well as its engineers. “They cannot just state that a tower near Central Jail, Jollang of 132 kV Single Circuit Line has been washed away and it will affect power supply. We are living in the state capital and there should always be a quick solution for any problem here. If it takes month to restore power supply in the Capital Complex, then imagine what will be the situation in interior parts of state. This whole situation has exposed inefficiency of power department and its officials”. Further residents appealed that VIP power supply should be snapped and equal distribution should be made to all the citizens.
Govt to approach NEC for change in NERCORMP policy guidelines
ITANAGAR, July 16: The state Govt has decided to urge the North Eastern Council (NEC) to change policy guidelines and to empower the Department of Tirap, Changlang and Longding (DoTC) as nodal agency with execution and monitoring power for proper implementation of NERCORMP (North Eastern Region Community Resource Management Project) in Tirap, Changlang and Longding districts, said Chief Minister Nabam Tuki in the Legislative Assembly today.
The DoTCL had been made nodal department for implementation of the NERCORMP, but it was not given any role in administration and execution of the project. “NEC is directly administering and executing the project through Tirap, Changlang and Longding district community resource management society chaired by Deputy Commissioner of respective district,” the chief minister said while responding to the star question from MLA Wangki Lowang.

Admitting slow progress in project implementation, Tuki said he had informed the matter to the Union Home Minister Rajnath Singh and DoNER Minister Jitendra Singh at Guwahati on July 11 last and requested them to speed up the work progress. “There is a gap between NEC and implementing agency in the field,” the chief minister observed.
Responding to the supplementary from MLA Nikh Kamin, chief minister said State Govt will convene a meeting with NEC secretary soon either at Itanagar or Shillong and seek direct control of state authority over implementation of NERCORMP project. Earlier, Kamin said that the NERCORMP Project Manager is monopolizing the project implementation and the project is not being implemented properly. Kamin further claimed that there is no project implementation so far in Changlang.
Raising a supplementary question Congress MLA Gabriel D Wangsu wanted to know why the DoTCL has been sidelined despite it was made a nodal department. Claiming that NERCORMP is not implemented properly, Wangsu urged the state Govt to enquire into whole gamut of project implementation. People should not be taken for a ride, he added.
Informing that NERCORMP is being implemented under policy guidelines of the NEC, the Chief Minister said the state Govt had urged the Centre many a times to bring the NERCORMP under control of DoTC but NEC refused. The CM, however, said, the state Govt will request the Centre to change policy guidelines and bring the project under DoTC control.
While responding to the queries from MLA Japu Deru and Honchum Ngandam, Tuki said the Govt is formulating the policies for wellbeing of the people of the country and no schemes are implemented on party line. “It is undemocratic to implement any scheme on party basis,” he clarified.

under renovation and modernization in the state. Out of the 21, ten hydel stations
have been renovated and are generating power, he added. The CM further said a total

IMWA launches shutter-

ITANAGAR, Jul 16: Reacting to the state government for allegedly failing to address
its demand of immediate cancellation of Pre Paid Electric Meters in and around Itanagar,
the business community under banner of Itanagar Market Welfare Association (IMWA)
launched 12 hours shutter-
Sources informed that the 12 hours shutter down protest has passed off peacefully without any report of untoward incident. IMWA in its statement expressed displeasure on the state government stating that despite repeated pleas the government has forcibly installed the PPEM. It further threatened to intensify its protest if the authority failed to fulfill its demand. Earlier IMWA organised a peaceful rally and submitted a memorandum to Governor of Arunachal Pradesh and Minister of Power.
ITANAGAR, Jul 16: The meeting of the Consultative Committee on Urban Development and Housing constituted by the Department of Parliamentary Affairs, Govt of Arunachal Pradesh was held on 15th July in Itanagar where the Committee has recommended several points for early consideration by the Government.
The Committee Members unanimously desired for immediate termination of the firm executing the MLA apartments and also to impose 10% penalty on the firm for delaying completion of the prestigious projects as per clauses of the MoA. Another agency or the Department may be allowed to take over the construction works for early completion of the projects for which they advised the Department to prepare a Revised Estimate, it said.
Creation of 105 posts in the department, creation of 78 posts of drivers and creation of 330 posts of Sanitary Assistant divisional offices at Palin, Boleng, Namsai, Changlang and Longding with minimum required manpower and also to create a post of Deputy Director [UD&H] at Headquarters, creation of separate Municipal Cadre to deal with the day to day activities of Municipalities were taken up.

‘Concessional finance’
With the National Scheduled Tribe Finance & Development Corporation’s (NSTDFC) fund of Rs 46.53 crores the GoAP aims at generating 32,900 jobs by providing ‘concessional’ finance to 2350 beneficiaries for setting up primary producing units in agriculture, horticulture and allied sectors, with the thrust on 15 economic activities, viz, dairy farming, goat farming, pig farming, sheep farming, fish farming, mixed vegetables, medicinal/aromatic, poultry, cane and bamboo, apple orchard, orange orchard, kiwi orchard, pomegranate orchard and tea.
These 2350 units will be set up in different locations of the state according to the unit and its location (to be selected by the deputy commissioners concerned). These units will provide employment to 7 persons in each unit on an average, and thereby provide an overall employment to about 16,450 persons. Another 16,450 persons are expected to find employment upon release of the second installment from the NSTDFC.

While the allocation under the Chief Minister’s Agri Mechanisation Scheme has been raised to Rs 10 crores, the Arunachal Agriculture Employment Generation Scheme with an allocation of Rs 5 crores will be launched to provide employment opportunities to our youths in the agriculture sector.

ITANAGAR, Jul 16: The Arunachal Pradesh State AIDS Control Society (APSACS) in association
with National Health Mission organised a blood donation camp to mark the successful
observation of the Month long campaign of World Blood Donors Day-
All the officials and staffs from the Directorate of Health Services, National Health Mission, APSACS and other vertical health programmes attended the function.
As a part of the celebration, a voluntary blood donation camp was organised by the Health Department. All the officers and staff of health department enthusiastically participated in the blood donation camp. The camp was organised under the coordination of Mission Director, National Health Mission PN Thungon and volunteers of Vivekananda Yuva Shakti, Itanagar.
Joining the occasion, Director, Health Services, Dr K Nishing said, such generous blood donation from the voluntary blood donors shall wipe out the scarcity of blood in the Blood Bank and can save many valuable lives.
The act of giving blood multiples returns to the donor by getting back many health benefits. It not only lowers the cholesterol level in the body but also reduces excess iron level in the body which means that a regular voluntary blood donor will not suffer from any heart and kidney diseases, he shared.

State Epidemiologist Officer, DHS Dr L Jempa, DDHS (NVBDCP) Dr KT Mulung, and other officers from the health department donated their blood on the occasion.
About 23 units of blood were collected from the camp. The blood will be kept at Blood Bank RK Mission Hospital for further distribution to needy patients.
The technical support for the camp was jointly provided by Blood Bank, RK Mission Hospital, Itanagar and Arunachal State Hospital, Naharlagun.
Meeting to assess properties loss
SEPPA, Jul 16: East Kameng DC Sandeep Kumar Singh convened an emergency meeting with the HoDs to access the loss of private and public properties in the aftermath of heavy rainfall and landslide at Seppa, in his chamber here on Wednesday.
During the meeting, the DC asked the HoDs to present the assessment report of loss

He further lauded police and CRPF team for their prompt response during the July
15th rescue operation at Type-
PWD EE M Riba informed that the water supply system of the township has been extensively damaged and almost half of the township water supply has been affected which will take at least a week to be restored. Meanwhile, water tankers will be used as per necessity to provide drinking water to the colonies, he added.
EE PWD disclosed that the restoration of damaged culverts at JNV road has been taken up on war footing and new permanent culverts will be constructed soon.
Giving details about electricity supply in the district, AE Power E Rimo informed that electricity has been restored at New Seppa while, additional staff shall be posted at Bana during monsoon to maintain the Khuppi line. Power (E&M) JE also informed that the power channel measuring 25 mtrs has been washed away at Pacha Hydel and damaged portions at Pakoti Hydel shall be restored within five days.

Training is being conducted for two batches i.e., from July 16 to 17 and July 20 to 21.
While welcoming the participants, NO (NHM) Dr D Padung urged them to be sincere and encouraged the participants to clear their doubts and share their problem.
Further informing that the training will focus on all the important topics required for improving the skills of ASHA and their performance, he hoped that the training will equip them with required technical knowledge.
MD (NHM) PN Thungon exhorting everyone to discharge their duty effectively said that each individual has to contribute for successful implementation of any programme.
While terming ASHA as the most important frontline health worker, he said that without involvement of ASHA, the objectives of National Health Mission cannot be achieved.
He also informed that Routine Immunization (RI) fund will be directly released to Rogi Kalyan Samiti’s (RKS) account.
ASHA incentives should be paid timely to motivate them, however, non working ASHA should be dealt strictly, he said.

Chief Secretary cum the Chairman SLSC Ramesh Negi while going through the plan proposals suggested all Departments to map food deficit and suitable crop potential area of the State. He further suggested that project should be District specific based on its suitability and feasibility. The Chief Secretary further suggested that, the project to be undertaken should aim to address the needs of farmers of rural, urban, BPLs, gender specific SHGs and also suggested to initiate agriculture Mandis at the dist headquarters.
R.B. Sinha, Jt. Secretary to the Govt, of India, Ministry of agriculture, Department of Agriculture & Cooperation, New Delhi who attended the meeting on behalf of Govt of India presented the comments of the ministry on the proposed projects and suggested all the participating departments to abide by the guidelines and cost norms of the schemes.
The Commissioner Agriculture Hage Khoda said that farm sector growth in the State has increased considerably since the implementation of RKVY scheme and that farmers have largely benefited from the scheme.
He appraised that new funding pattern for the scheme at the rate of 50:50 fund sharing between centre and State is a major impediment for realization of the project to be undertaken in the state.
However he informed that, enough provision of State matching share has been earmarked by State Govt. for the programme.
World Youth Skills Day celebrated at ITI Yupia
ITANAGAR, Jul 16: The Department of Skill Development & Employment Generation in collaboration with the Confederation of Indian Industry (CII) celebrated the World Youth Skills Day in a befitting manner at ITI, Yupia yesterday. The function was attended by faculty members, staffs and students of ITI Yupia along with other dignitaries.
The United Nations, on November 11, 2014, announced the designation of July 15th every year as World Youth Skills Day to recognise the importance of skilling in the lives of youth across the Globe. This international event has great relevance for the youth of Arunachal Pradesh.
Inaugurating the celebration, Commissioner Skill Development & Employment Generation, K.J.R Burman emphasised on the need to concentrate more on skill development of the youths of Arunachal. The government under CM Nabam Tuki has stressed more on the employment generation for the skilled youths of the state as this was visible in the budget presented in the Assembly. A number of initiatives are aimed at developing skills and promoting entrepreneurship among youths of the state, he added.

DA meets on Childline, suggests measures to enhance its services
ITANAGAR, Jul 16: A meeting of the Childline Advisory Board (CAB) Itanagar was held today under the chairmanship of the Deputy Commissioner, Itanagar Capital Complex Mige Kamki to review the functioning of Childline and suggest measures to enhance its services.
Childline is India’s first 24 hour free emergency phone outreach service for children in need of care and protection. Any child or concerned adult can dial 1098 to avail of its emergency assistance. The concept evolved as a response to children’s need for assistance especially when other day care services were not available. In Itanagar Don Bosco School is working as a Collaborative Organization for Childline since Jan 2012.
The Childline Itanagar conducted around 20 outreach programmes in different sectors within Capital Complex. It also prepares reports on the outreach awareness conducted. It also helps and finds vulnerable children’s who are in need of care and protection and register their cases at Childline Contact Centre(CCC). Its other functions are to receive call from CCC or other concern or cases from police stations. It constantly follows the pending cases till the children are restored to their biological parents.
Informing that in the last one year, Childline Itanagar has received a total of 122 calls, the team of Childline requested the DC to provide vehicle support as and when required in case intervention to which the DC said that Police PCR vans can be used for any kind of such emergency.
Terming everyone a stakeholder, the DC asked them to organise regular training to sensitise people of its existence.
The DC also enquired about the educational and medical support that is being provided by Childline and further stressed them to conduct regular workshops in schools to enhance the outreach of the initiative. Assuring every help from the District Administration, he also asked for brochures and pamphlets that could be distributed as an attempt to provide his support to the noble deed.
He also asked the Officers present to incorporate topics like law and order, drug menace and initiative of Childline whenever they speak at any social function as a contribution from their side towards a better society. He also directed the Magistrates to carry out regular patrolling within their jurisdiction to check any kind of menace in the society.
He further added that to discourage child labour, rag picking should be completely prohibited and the children involved in such thing should be encouraged to study.
Among others, Father Cyriac SDB, Director, Childline, DBYC and DYSP T. K. Nath, S.C. Tok, CDPO and other administrative officers had attended the meeting.
Later in the evening, a meeting was held in the Chamber of the Deputy Commissioner with the administrative Officers to review the security scenario as a routine procedure.

Budget draws mixed reaction
The state budget presented yesterday on the floor of Arunachal assembly for the year
2015-
Further the decision to increase health cover under Arunachal Pradesh Chief Ministers Universal Health Insurance Scheme from present Rs 2.00 Lakhs to Rs 3.00 Lakhs is great news for the public. Rs 30.00 Crore will be kept for the said scheme. Already this health insurance scheme is hit among masses and thousands of people have benefited from it. Further enhancing of amount will surely bring cheers. However budget did not presented any long term solution towards crumbling road infrastructures. Recent monsoon showers have totally exposed the pathetic condition of our road infrastructure and many were hoping that government will come out with a long term solution. Apart from allocating Rs 30 crore for reconstruction of all district roads, which are not covered under the CC road projects, the budget have failed to address the most serious issue concerning the people of Arunachal. Poor road infrastructure has become biggest hurdle in the development of Arunachal and therefore government definitely needs to take care of it.

Fake universities need to be checked
Dear Editor,
As we encounter almost every day, many advertisements are published in our local dailies offering opportunities to get University degree through various franchise programmes conducted by certain private institutes.
These franchise claiming themselves as study centres or learning centres of different universities enrol students for various degree programme and also claim to be responsible for teaching and conduction of examination.
The faculty and infrastructure of these private agencies are almost nil. It’s shocking to observe that these private universities provide M.Sc. degrees in Physics, Chemistry, Zoology and Botany without having any practical equipment, infrastructures and even laboratory. The laboratories and experimental apparatus demand huge money and no private universities are interested in wasting their money because they are here not to provide quality education but to earn money. The concern universities other than providing syllabus and teaching materials have no mechanism to monitor and maintain the academic standard being imparted at these centres. This blatant compromise with the standard of education has led to widespread criticisms.
In this connection, the students and the general public are informed of the following regulating provisions pertaining to different types of universities as mentioned below:
1. UGC Regulations on Private Universities:-
A private university established under a State Act shall be a unitary university. A private university may be permitted to open of campus centres, off shore campuses and study centres after five years of its coming into existence subject to the fulfilment of conditions as laid down under UGC regulations 2003.
2. UGC Regulations and Deemed Universities:-
A Deemed University shall operate only with its Headquarters or from those off campuses/off-

Due to the lack of knowledge regarding such universities, we are easily trapped.
We also spend huge money during admission and hoping that our children will get degree and become independent and supportive. But at the end they become helpless after wasting their money, time and energy. Whom shall they blame? What was their fault? They cannot go back to the past but we can at least try to change the future and if the State Govt. fails to stop such lawless activities and become silent spectator, it becomes responsibility of the citizens and the society as whole to come forward.
The student unions, the professors, teachers and senior citizens, all the educated people must contribute to stop such private institutes. My only request to all the student union is please take this matter seriously and visit all such universities. List the courses they provide and count the infrastructure they have and count the number of faculty members.
These universities are well recognized by UGC and also approved by State Govt. but they all are running their institute without any infrastructure facility like classrooms, faculty members, and even don’t have permanent location.

Increasing crime in capital
Dear Editor,
Through the column of your esteemed daily, I would like to inform the police department regarding increasing crimes such as robbery in the capital complex.
Bikes lifting, breaking car windows, house robbery have become common phenomena in the capital complex.
Some of the incidents that have happened in Niti-
But in many cases bikes have been stolen and people robbed even during the day time.
While robbing the house, they lock the neighbours’ house from outside so that no one could come out to rescue the people from being robbed.
Every night, drunken young boys roam the area and survey the place looking for bikes and car. If they get a chance to rob, they do it within no time. It has created fear psychosis in our minds as we are worried that we will be robbed too.
Therefore I would like to appeal to the concern department to look into the matter and set up of police beat posts wherever needed. And night patrolling within the capital complex should be intensified to stop the increasing crime rate in the capital.

A shocking request
Dear Editor,
It was sad to read about the assault on two police officers at Namsai Police station.
What is even more shocking is the request made by some Unions and organisations to transfer the case to Women Police Station Itanager.
If really this case got transferred, the public of Lohit and Namsai district will have no faith and respect on the Legislature, Executive and Judicial Authority.
